Agent of Change Principle Hopes to Save Music Venues
The main idea of the Agent of Change Principle is that if a noise complaint arises, it is the party who changes the situation who will be responsible for dealing with the problem. For example, if you were to build a house next to a club, you would be responsible for soundproofing your building, as the club was already established when your house was built.

The Musician's Union supports the proposed regulations, saying it would stop a "worrying trend of long-established music venues being forced to close after only one or two complaints from neighbours".
The petition has also been backed by musicians including Frank Turner, who warns that it's not just live music venues under threat but pubs, theatres and arts centres too.
